If you need editing software, you can check out Gnu Image Manipulation Program (GIMP).  This is a free! download and works similar to photoshop.

heyy, i know your only allowed one contest at a time, and i have just posted a message in my current contest saying this contest is closed blah blah the winners are etc etc

A mod has not officially closed it though, does that mean i have wait until it is 'officially closed' or can i make a new one?

If you have posted the results, then you can open a new contest.
Mysticelf and Mouse usually cover the contests, but any of the mods can close it for you.  You can check this thread for who is currently online and PM any mod to close it.

Whenever I post a bimbo in a contest, the picture ends up very tiny. I follow the directions and edit my screen shot in adobe photoshop by cropping it, then use image shack as instructed. Can anyone give me some advice. Here's an example of what my pictures keep looking like

When you use Image Shack, are you selecting 640 x 480 as shown below?  http://img258.imageshack.us/img258/521/is1jh5.jpg

Then when you select the image, are you using the Image for Forums - Full Size as below?

Before you save your screen shot in paint, you should reduce the edges so that it is only as big as the picture.  Meaning not a lot of blank white space around the picture.

I have a question!
I'm assuming in the future there might be an official fashion contest where you can submit your own designs. Now, I want to know, if I enter one of my designs in the player created contests will it still stay my property and will I be able to still enter the design in an official contest?

To what "contest" are you referring?  There are quite a few going on at any one time.

Sometimes on laptops you may need to hold done the FN key that is located in the bottom left corner ( at least on my laptop) and then press print screen. Open Paint or other editing software. then paste onto it. You may need to go to edit on the software to paste it.
